The Railroad Commission of Texas (RRC) (Agency # 455) will solicit proposals for Statewide Well Plugging and related Services.
The RRC is required to post a notice of intent to procure well plugging goods and services two (2) months prior to solicitation posting to the Electronic State Business Daily (ESBD). The RRC will utilize a Request for Qualifications Procurement Method to accept responses for well-plugging contracts. The RRC anticipates posting a Request for Qualifications solicitation in December 2025. Solicitation shall be posted on the ESBD.
When the official Request for Qualifications is posted on the ESBD, vendors seeking to contract with the RRC for well plugging services shall be required to complete and submit a statewide well plugging response that includes, at a minimum, the following:
โข Active Organization Report (P-5) on file with RRC
โข Respondent must be an approved cementer or use an approved cementer that is authorized by the RRC to conduct plugging operations in accordance with 16 TAC ยง3.14(d), submission of proof
โข Respondents Well Plugging Qualifications
โข Respondents' Personnel Well Plugging Experience
โข Respondents Plugging Equipment
โข Respondents Well Plugging Past Experience
โข RRC districts for which they are proposing to provide well plugging and related services
โข Submission of HUB Subcontracting Plan (HSP)
โข Submission of all RRC Required RFQ Attachments (as identified on Table 3: RRC RFQ Attachments) with required vendor signatures
Respondents are strongly encouraged to utilize the RRC HSP Courtesy review prior to submitting their proposal to RRC.
Responses shall be evaluated on contractor qualifications and financial terms to ensure they comply with all federal, state, and RRC contract requirements. The RRC reserves the right to negotiate all proposed costs, including, but not limited to, labor, materials, and equipment costs.
Once awarded, a well-plugging contract shall be valid for the duration of the Fiscal Year (September 1 โ August 31) for which it is issued. Awarded contract(s) shall be valid for initial terms of one year and, at the discretion of the RRC, may be eligible for renewal annually for up to three (3) one-year renewal terms.
