The purpose of this Request for Offer (RFO) is to select a Contractor to establish a telecommunications network and centralized database system to support real-time and batch electronic transmission of vehicle information and test results from vehicle exhaust emissions inspection analyzers, as well as inquiries from the Texas Commission on Environmental Quality (TCEQ), the Texas Department of Public Safety (DPS), the Texas Department of Motor Vehicles, and local law enforcement agencies.
