Texas Southern University (“Owner”) is soliciting statements of qualifications (“Qualifications”), under the authority of Chapter 73.115 of the Texas Education Code – Acquisition of Goods and Services, for the selection of Cost Estimating Services, Indefinite Quantity-Indefinite Delivery (“IDIQ”). Firms are expected to provide cost estimating services to support capital planning, design, procurement, construction activities, facilities and operations for various campus projects in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (“RFQ”), which provides potential respondents with the information necessary to prepare and submit Qualifications for consideration by Owner.

The selected firm shall provide independent, objective cost estimating services to assist the University in establishing and maintaining project budgets, evaluating design decisions, and reviewing contractor pricing throughout project development and construction.
