An orphan well is leaking gas from the ring gasket on the bottom master valve and cannot be repaired. If the well is not secured it could lead to an uncontrolled well event in the bay. The District office in Houston contacted three (3) vendors that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
