An orphan well in Ward County is actively leaking produced water from a valve. The affected area and rate are unknown. Requesting emergency PA funds to have a roustabout crew fix the valve and haul fluids. Orphaned wells are inactive, non-compliant wells that have been inactive a minimum of 12 months and the responsible operator's Organizational Report (Form P-5) has been delinquent for greater than 12 months. The District office in Midland contacted the vendor that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
