An orphaned well in Reeves County is actively leaking produced water from the stuffing box. Cattle are present in the area. PA funds were used to attempt to repair the well, but the vendor was unable to repair the leaking stuffing box. The flow rate is estimated to be 60 barrels per hour and the chlorides tested 23,704 ppm. Requesting emergency funds to plug the well. Orphaned wells are inactive, non-compliant wells that have been inactive a minimum of 12 months and the responsible operator's Organizational Report (Form P-5) has been delinquent for greater than 12 months. The Midland District office contacted three (3) vendors that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
