A leaking orphan well is actively leaking hydrocarbons and produced water from the ground approximately 15 feet away from the wellhead in Winkler County. The flow rate is unknown currently. Original funds in the amount of $15,000.00 were requested on July 5, 2025, to have a roustabout crew attempt to fix well, divert and contain the flow, and haul fluids. Contractor was unable to perform repairs due to holes in the casing. Crews were containing and hauling fluid until a vendor was able to move onto location to plug the well with State Managed Plugging. Requesting additional emergency PA funds to pay a final invoice. The Midland District office contacted three (3) vendors that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
