A previously plugged orphan well in Coleman County was actively leaking drilling mud and water to the surface. State Managed Plugging operations has plugged the leaking well. Requesting emergency funds to cover the costs on a final invoice. Work was originally performed under contract 455-20-1031J, but the costs went over what was anticipated. Orphaned wells are inactive, non-compliant wells that have been inactive a minimum of 12 months and the responsible operator's Organizational Report (Form P-5) has been delinquent for greater than 12 months. The District office in Abilene contacted the vendor that could provide the services and selected the vendor that could respond immediately and was the best value for the State of Texas.
