TCEQ is implementing the Texas Voluntary Marginal Conventional Well Plugging Program (TxMCW), a grant-funded initiative under the Methane Emissions Reduction Plan (MERP), made possible through the Inflation Reduction Act (IRA). This program aims to reduce methane and other harmful air emissions by permanently plugging and abandoning marginal conventional wells (MCWs). Marginal conventional wells (MCWs) are low-producing, yet can still emit methane, volatile organic compounds (VOCs), hazardous air pollutants (HAPs) such as benzene, toluene, ethylbenzene, and xylene (BTEX), and, in some areas, hydrogen sulfide (H₂S).
The purpose of this solicitation is for the selection of one or more contractors to perform necessary pre-plugging methane measurement by either qualitative or quantitative means, plugging and abandonment of MCWs, and post-plugging methane measurement by either qualitative or quantitative means. Selected contractor(s) will be expected to perform tasks and adhere to the deliverables outlined in the Scope of Work (SOW) to either perform methane measurements or plugging and abandonment of MCWs. Methane measurement and/or well plugging assignments under executed contracts will be developed on an as-needed basis. Upon completion of assigned work order tasks, the selected contractor(s) will submit required documentation and invoices to be reviewed by TxMCW program staff.
