The Employees Retirement System of Texas (ERS) has issued a FirstAmended Request for Proposals (RFP) seeking a qualified entity (Respondent) to providepension actuarial services for the ERS trust fund in accordance with Sections815.206 and 840.204 of the Texas Government Code. Respondent shall provide thelevel of services required in the RFP and meet other requirements that are inthe best interests of ERS, its members, and the state of Texas (State).Respondent shall be required to execute a contract (Contract) provided by, andsatisfactory to, ERS for a period that begins upon execution of the Contract byERS and extends for six (6) years, subject to the terms of the Contract. It isanticipated the Contract will be executed in December 2025.

TheRFP and certain appendices were amended on July 11, 2025. Please see theSummary of Amendment Changes for a list of specific portions of the RFP andappendices that have been amended.

Questions were accepted via Euna (previously called Bonfire)until June 26, 2025 at 4:00 p.m. Central Time (CT).Answers to questions were posted to Euna and ESBD on July 11, 2025.

To be eligible for consideration, Respondent is required to submit itsresponse to the RFP (Proposal) in accordance with the instructions set forth inthe RFP. Respondents must meet the Minimum Requirements set forth in Section Bof the Respondent Questionnaire (Appendix G). All Proposal materialsshall be received by ERS via Euna no later than July 25, 2025 at 10:00 a.m.CT.

To download the First Amended RFP, submit questions, and/or submita Proposal, prospective Respondents must firstcreate a profile in Euna (ERS’e-procurement portal located at erstexas.bonfirehub.com),which operates best on the latest versions of Microsoft Edge, Google Chrome,and Mozilla Firefox. Browser cookies must be enabled when accessing Euna. Notethat Respondent’s primary Proposal contact must create a Euna profile (with theactual contact person’s email address) and download the RFP documents in orderto send and receive messages via Euna.

ERS reserves the right to rebid the RFP if deemed by ERS to be in thebest interests of ERS, its members, and/or the State. ERS also reserves theright to reject any Proposal submitted that does not fully comply with theRFP’s instructions and criteria. ERS is under no legal requirement to execute aContract on the basis of this notice or upon issuance of the RFP and will notpay any costs incurred by any Respondent in connection with the preparation ofa Proposal. ERS also reserves the right to revise any provisions set forth inthe RFP at any time prior to execution of a Contract where ERS deems it to bein the best interests of ERS, its members, and/or the State.
