The Employees Retirement System of Texas (ERS) has issued a Requestfor Qualifications (RFQ) seeking a qualified advisor(s) (Respondents) that haveexisting strategies to provide public equity investment advisory services tothe Employees Retirement System of Texas (ERS). Respondents shall provide thelevel of services required in the RFQ and meet other requirements that are inthe best interests of ERS, its members, and the state of Texas (State).Respondents shall be required to execute a contract (Contract) provided by, andsatisfactory to, ERS for a period that begins on the date specified in theContract and will continue and can be terminated as provided for in theContract.

Thestrategy ERS seeks at this time can be found in the ERS Investment StrategyDescription, attached to the RFQ as Appendix D. To signify interest in beingconsidered for this current search, potential Respondents must be registeredwith eVestment by January 19, 2026. ERS will complete an Initial Review Phaseand potential Respondents that meet the Initial Review Phase requirements willbe emailed and invited to submit a Response. Refer to Evaluation Process inSection E. of the RFQ for further information. Respondents must meet theMinimum Qualifications set forth in Section D. of the RFQ.

TheRFQ is available as an attachment to this ESBD notice. Each time ERS isseeking a new strategy, the RFQ will be posted to ESBD with an updated AppendixD.

ERS reserves the right to rebid the RFQ if deemed by ERS to be in thebest interests of ERS, its members, and/or the State. ERS also reserves theright to reject any Response submitted that does not fully comply with the RFQ’sinstructions and criteria. ERS is under no legal requirement to execute aContract on the basis of this notice or upon issuance of the RFQ and will notpay any costs incurred by any Respondent in connection with the preparation ofa Response. ERS also reserves the right to revise any provisions set forth inthe RFQ at any time prior to execution of a Contract where ERS deems it to bein the best interests of ERS, its members, and/or the State.
