The Texas Education Agency (TEA) is seeking responses from qualified organizations to provide high-quality early literacy intervention tools that utilize automated, computerized, or other augmented methods tosupport foundational reading skills. Products must be aligned to the TexasEssential Knowledge and Skills (TEKS) and grounded in researched-based instructional strategies (RBIS) proven effective in promoting mastery of foundational literacy skills, as outlined in HB 2 Sec. 28.0064.
Qualified products should support implementation alongside Tier 1 High-Quality Instructional Materials(HQIM) and include language supports for emergent bilingual and multilingual learners. Through this RFQ, TEA will qualify products to be eligible for TEA-subsidized use by school systems and will pay for product licenses in accordance with access and high-fidelity use by students. Products must provide instructional mastery dashboards accessible at multiple levels (student, classroom, campus, district, and state) to inform instruction and monitor usage. TEA will qualify products based on alignment with TEKS and RBIS, evidence of effectiveness in promoting foundational literacy mastery, ease of district implementation, and ease of progress monitoring. Subject to appropriation, TEA will ensure that at least one approved product is available to districts at no or reduced cost.
