When paired with aquality teacher, these materials ensure that students across Texas have equitable opportunities to learn and grow, meeting the educational benchmarks required for academic achievement and long-term success.
To identify high-quality instructional materials in Texas, Texas Education Agency (TEA) oversees the Instructional Materials Review and Approval (IMRA) process, established under House Bill (HB) 1605, 88R, 2023,which replaces the former SBOE proclamation cycles and Texas Resource Review (TRR) processes. This unified approach provides a structured, State Board of Education (SBOE)-governed review of instructional materials, with a clear process and defined criteria for evaluations. While the IMRA process involves multiple stakeholders, including SBOE members, trained IMRA reviewers, TEA staff, and the public, the SBOE holds final authority over approvals, guiding the overall review process.
TEAβs responsibilities within IMRA include creating quality rubrics and evidence guides to ensure reviews align with Texas state standards. The agency also manages the recruitment, selection, and training of IMRA reviewers, who are essential to assessing the quality and suitability of instructional materials. To support the review process, TEA coordinates logistics for in-person training, manages stipends and contracts for reviewers, and provides ongoing professional development. Additionally, TEA facilitates interactions with publishers, handling material submissions and supporting publishers through each stage of review.
Once IMRA reviewers have thoroughly evaluated materials, TEA compiles detailed reports and conducts quality assurance to ensure consistency in scoring. These reports are then published on the IMRA platform, enabling districts and charter schools to make informed decisions based on comprehensive reviews. After the review process is complete, the SBOE votes on which instructional materials to approve, making them eligible for new funding entitlements. The SBOE may also list materials that do not meet criteria as rejected.
This RFP will seek proposals from qualified respondents to effectively manage the IMRA process, encompassing all responsibilities outlined above. This project requires flexibility and adaptability to manage a continuous flow of materials and ensure the necessary expertise is available at each review stage.
