Under Texas Government Code § 2254.004, the Texas Historical Commission (THC) is seeking expressions of interest and Statements of Qualifications from qualified individuals or firms to provide Design-Build services to design and construct a Visitor and Educational Center Complex at the Kreische Brewery and Monument Hill State Historic Sites located in Fayette County, Texas by the terms and conditions of this Request for Qualifications (RFQ).

Respondents must visit the site during regular business hours and become familiar with its physical characteristics. Questions about the project scope may be submitted in writing by the deadline stated in Section 3.1 Schedule of Events and will be answered via a posting on the ESBD.

By providing the Texas Government Code, Chapter 2269, Subchapter G, Design-Build Method (DB), and Rules and Procedures, THC is soliciting qualifications to select a Design-Build Firm (DBF) for the above-referenced project.

The selected DBF is to assist the Texas Historical Commission with design, cost estimating, materials selection, constructability, and value engineering during the preconstruction phase and provide construction services for the project.

Considering the solicitation, the total budget is $4,175,00.00, including fees for preconstruction phase services, construction phase services, construction general conditions, and all construction costs to complete the project.

Perched on a bluff overlooking the Colorado River, Kreische Brewery and Monument Hill State Historic Sites share how Texans built Texas—a product of immigration, ingenuity, enterprise, risk, and sacrifice. The sites commemorate Monument Hill, a memorial to the men who died in the Dawson and Mier expeditions.

In the mid-1800s, German immigrant Heinrich Kreische built his home and a commercial brewery atop this same bluff, becoming a prominent local entrepreneur. Visitors today can explore the ruins of Kreische's brewery, see the rooms in the family's stone house, and reflect at the Monument Hill tomb, all while enjoying sweeping views of the river valley.

The proposed project at Kreische Brewery and Monument Hill State Historic Sites includes constructing two new buildings—a ±3,000 square foot Visitor Center and a ±7,000 square foot Education Center—along with associated utilities, pathways/trails, and parking improvements. These new structures will significantly enhance the sites' abilities to serve visitors, deliver interpretive programming, support educational initiatives, host events, and accommodate future growth.

The Texas Historical Commission (THC) has not developed architectural drawings or design documents. However, THC staff will work closely with the selected Design-Build Contractor throughout the design process to define the project's character and ensure the outcome reflects the site's historic integrity and natural setting. THC envisions this as a collaborative effort that will evolve during the design phase.

While there are no pre-developed schematics, THC has internally identified key goals for the project, including:

· Placement and orientation sensitive to the historic and topographic context;

· Appropriate visitor and staff circulation;

· Integration of indoor and outdoor educational space;

· Capacity to host school groups and public events;

· Modern accessibility and life-safety systems;

· Use of sustainable and maintainable materials.

The Visitor Center will include an orientation space, interpretive exhibit space, staff offices, public restrooms, and a retail area. It will serve as the primary welcome point for guests and must be designed for high visibility and efficient visitor flow.

The larger Education Center is envisioned as a flexible facility capable of hosting school groups, workshops, lectures, and community events. It may include a large event space/multi-use area, storage, a prep kitchen, and support spaces such as restrooms and administrative rooms.

The Design-Build Contractor will be responsible for:

· Developing site-specific architectural and engineering designs based on THC input;

· Conducting all necessary code and permitting research;

· Ensuring that all structures comply with applicable building codes and accessibility requirements;

· Addressing functionality, aesthetics, budget, and constructability throughout the design and construction phases;

· Coordinating inspections and certifications for all safety systems.

Final building specifications—including structure type, finishes, systems, and layout—will be determined during the collaborative design process with THC staff. The emphasis will be on honoring the sites' cultural significance while meeting the practical needs of modern public use.

All prospective respondents must complete a site visit to Kreische Brewery and Monument Hill State Historic Site before submitting their qualifications. Respondents must sign the official check-in sheet provided on-site to verify attendance and include Exhibit K, Site Visit Form (signed by site representative and respondent), submitted with your submittal.

Proposals submitted by firms that have not visited the site and signed the check-in sheet will be deemed non-responsive and will not be considered. *Include the signed Exhibit K and Site Visit Form with your submittal.

Respondents are responsible for planning their visit during operating hours and allowing sufficient time to review the grounds and facilities. No appointment is necessary; respondents should check in with site staff upon arrival. Site hours of operation are Sundays – Saturdays, 8:30 am – 4:30 pm. Telephone: 979-968-5658.
