By the provisions ofTexas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules andProcedures, The Texas Historical Commission (THC) is requesting qualifications toselect a Construction Manager-at-Risk (CMR) for the New Visitor Center,Renovations, and Site Improvements at the Eisenhower Birthplace State Historic Site (the Project).

The selected Construction Manager isto assist the Texas Historical Commission. It’s A/E with cost estimating, materialselection, constructability, and value engineering during the Pre-ConstructionPhase and then, if THCaccepts the GMP Proposal, shall provide Construction Phase services to complete theproject.

This project will be administered by THC. Respondents will beevaluated on experience, qualifications, and fees in aone-step processas detailed in Section IV, Submittal Information. The highest ranked five or fewer respondents may be asked to interview.

For consideration of this RFP, thePhase 1 project planning budget is $2,676,000.00 (Two million sixhundred and seventy-six thousand dollars) for the Visitor Center andthe Phase 2 project planning budget is $1,200,000.00 (One million twohundred and thousand dollars) for the related Site Improvements andRenovations to existing structures. Both planning budgets includePreconstruction Services fees, Construction Phase fees, Construction GeneralConditions and all construction costs to reach Final Completion. Phase 1is the base amount for this contract. Phase 2 will be optional. Construction Manager is to include Phase 2 Preconstruction Services into thiscontract as two separate GMPs will need to be developed, one for each Phase.

The workincludes, but is not limited to the construction of a new Visitor Center,renovations to three existing wood frame structures, and various Site Improvementsto include the construction of a new Entry Gate, new road paving, new curb andgutter for existing roads, partial demolition of existing parking, constructionof new parking lot near future Visitor Center, new sidewalks, relocation ofexisting statue, demolition existing statue plaza, fill, and regrading,landscaping, and visual barrier such as a fence to block the view of existingcontemporary structures. Anexisting Site Plan showing the concept scope of work and project planningbudgets is included. See Exhibit O.

Two Mandatory On-SitePre-Proposal Conference will be held at the project site at the time/date shownin Section 4.1 Schedule of Events to become familiar with the siteconditions and characteristics. Failure to attend one of themandatory Pre-Proposal Conference will result in rejection of proposal. Respondentswill be required to sign the attendance login sheet.

Thisattendance login sheet verifies all contractors that attended the mandatoryon-site pre-proposal conference held on July 10th, 2025, and July11th, 2025, at 11:00 AM. Contractors are only required to attendone on-site visit. In addition, each Respondent must return the ExhibitR-Site Visit Form, signed by the Respondent and site representative, toconfirm that the Contractor attended one of the Mandatory On-Site Pre-ProposalConferences on July 10th, 2025, or July 11th, 2025, at 11:00 AM.
