Statewide Janitorial Services

The Health and Human Services Commission is issuing this Solicitation for selection of a firm(s) to provide janitorial services at facilities located throughout the State of Texas, in accordance with the terms, conditions, and requirements set forth in this Solicitation.

HHSC is soliciting the services stated in this Solicitationunder the authority Texas Government Code §2155.061.

Description of Services, Contract Term and Historical Compensation:

Description of Services: Refer to Attachment A, Janitorial Scopes of Work.

Contract Term: The initial term of any Contract resulting from this Solicitation will be for a period of one (1) year beginning September 1, 2026, or upon execution of the Contract, whichever occurs first, HHSC, at its sole option, may extend any Contract awarded pursuant to this Solicitation for up to two (2) additional years.

Historical Compensation: Historical compensation under contracts with similar scope and size to this Solicitation has ranged from approximately $8,400.00 to $306,596.88 per State Fiscal Year depending on Region and Group.

Mandatory Pre-Proposal Webinars and Mandatory JobsiteWalkthroughs

HHSC will conduct two pre-proposal webinars. Attendance is mandatory. Failure to attend will result in the disqualification of any Solicitation Response submitted by the Respondent.

Mandatory Jobsite Walkthroughs: Refer to Exhibit I, Jobsite Walkthrough Schedule. Respondents must attend the jobsite walkthroughs for all facilities within a Group for which a Respondent wishes to be considered for award. Failure to attend in person will result in the disqualification of any Solicitation Response submitted by the Respondent. Solicitation Responses received from Respondents not listed on the attendance log will not be considered. Potential Respondents and/or Subcontractors must be prepared to complete one of the scheduled tours; additional tours will not be offered. Attendance at JobsiteWalkthroughs by Subcontractors performing services under this Contract is encouraged, but not mandatory.
