This is an official notification that the Texas Comptroller of Public Accounts (CPA) intends to issue a Request for Offers (RFO) to solicit pricing from qualified vendors for Oracle PeopleSoft Licensed Software and Software Support Services.
NOTE: The issuance of this notice is for vendor planning purposes only.
This notice does not:
· obligate CPA to issue the referenced solicitation;
· guarantee the issuance of the referenced solicitation; nor
· guarantee that the information contained in the notice will remain unchanged upon issuance of the referenced solicitation.
Any effort, expense, or expenditure of resources undertaken by any person or entity because of this notice is at that person’s or entity’s sole cost and risk. CPA does not seek vendor responses, marketing materials, or other indications of interest as a result of this notice.

Anticipated Scope
The Successful Respondent shall be responsible for providing Oracle PeopleSoft Perpetual Software Licenses and associated Software Maintenance Support Services.
The requested scope may be proprietary to one vendor under Section 2155.067 of the Texas Government Code. However, CPA strongly encourages offers from all qualified Respondents that may be able to provide the requested scope.
Anticipated Schedule of Events
The anticipated time frames for the upcoming procurement initiatives are as follows:
· RFO Posting: May 2026
· Contract Award: September 2026
The schedule of events is tentative. CPA reserves the right to modify the potential solicitation,identified activities, and target timelines at any time without notice orissuance of addenda to this Notice.
Anticipated Contract Award
The Contract Term shall be an initial term of five (5) years with two (2) optional renewals, starting on September 1, 2026. The RFO will be posted on the Electronic State Business Daily (ESBD) Website: https://www.txsmartbuy.com/esbd.
CPA intends to make a contract award to one (1) Successful Respondent for all ofthe Services requested in the RFO. CPA reserves the right not to award a contract for the performance of all or part of the Services. The RFO is not exclusive, and CPA reserves the right to issue additional solicitations regarding the Services or similar services at any time. All Respondents areencouraged to offer their best pricing at all times.
Additional Information
The 80th Texas Legislature passed House Bill 3106 that charged the Comptroller’s office with establishing clear standards for implementing an Enterprise Resource Planning (ERP) system for the State of Texas. The Comptroller’s office subsequently developed an ERP financials and HR/payroll solution called the Centralized Accounting and Payroll/Personnel System (CAPPS) that delivers the functionality required by HB 3106 for Texas state government. The CAPPS platform is built from Oracle’s PeopleSoft suite and is upgraded and maintained with the latest images and patches as delivered by Oracle.
CPA does not anticipate issuing any additional notices prior to the commencement of the procurement. If CPA does supplement this Notice with additional information, such information will be appended to this Notice via numbered addenda. CPA reserves the right to withdraw this Notice at any time and without providing advance notice.
