Request for Qualifications (RFQ) – Professional Services (TGC §2254) and applicable provisions of TGC §437.054
The Texas Military Department (TMD) is soliciting qualifications from prime professional architectural and engineering (A/E) firms for an Indefinite Delivery Indefinite Quantity (IDIQ) to support design and construction phase services for projects statewide.
This RFQ establishes a prequalified pool only and does not constitute a contract or guarantee of work. Selected firms will execute a Participation Agreement and may be considered for project-specific assignments. Work will be authorized only through awarded project-specific agreements.
The anticipated IDIQ initial term is from the date of selection through September 30, 2028, with up to three (3) one-year renewal options, subject to mutual agreement of the parties.
All questions must be submitted in writing to the TMD Group Email FY26RFQ-IDIQ-AE@cfmo.mil.texas.gov no later than May 20, 2026, at 4:00 PM CT.
