Commissioning of Facilities Service, Functional and Pre-functional

SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide professional Commissioning services for Project#24-020-2552 the DPS Training Academy Campus Expansion in Florence, Texas, tosupport the successful execution and completion of programming, design,construction and project closeout for the Phase 1 elements detailed in AttachmentF – β€œTXDPS Program of Requirements (POR) V2 dated 7/23/24”.

CONTRACT TERM: Itis the intention of TFC to award a Contract for professional BuildingCommissioning services for the term of the project. Services undertakenpursuant to this RFQ will be required to commence within Ten (10) calendar daysof delivery of a Notice to Proceed. The preliminary/targeted cumulativePre-Construction period is estimated to be 294 calendar days and the cumulativeConstruction period is 651 calendar days.

PROJECT DESCRIPTION: Provide professional commissioning servicesduring all phases of the Project from construction documents through thewarranty phase(s) for the Phase 1 elements detailed in Attachment F – β€œTXDPSProgram of Requirements (POR) V2 dated 7/23/24”.

STATEMENT OF WORK

1. Theprofessional Commissioning Scope of Service includes, but is not limited to,review of design documents, provision of Commissioning specification toEngineer of Record (EOR), coordination and witnessing of equipment testing,witness, verification and documentation of correctly operating equipment,controls system and life safety systems, review of TAB report, coordinationwith TFC, EOR, and Construction Manager at Risk (CMR) to address issuesidentified during all phases.

2. The PSP will work closely with TFC/OR and collaboratewith A/E, CMR, and contractors during all phases of each Bid Package of theProject, as described in Contract. Promptly communicate with pertinent parties,including topics regarding information needs and responses to needs of otherparties.

3. Provide enhanced commissioning services for pre-design,design, construction, post-construction, and warranty phases necessary and/orreasonably inferable from Attachment F – β€œTXDPS Program of Requirements (POR)V2 dated 7/23/24” and Attachment D, Professional Services Agreement template.

4. Develop Pre-Design Acceptance Requirements for theProject in accordance with all applicable guidelines and standards.

5. Develop and update commissioning plan throughout project.

6. Develop and update commissioning specifications.

7. Provide design and submittal reviews, commissioningrelated documents to incorporate into the construction documents, installationverification, functional performance testing, and operations and maintenance(O&M) training to ensure the project requirements.

8. Provide input on the overall master schedule wherecommissioning related tasks are to be performed.

9. Develop procedures for an issues log to track allcommissioning related issues, deficiencies, and resolutions.

10. Provide a final commissioning report.

Summary of Systems Commissioned

Referto Attachment F – β€œTXDPS Program of Requirements (POR) V2 dated 7/23/24”. Agentshall commission all electrical, mechanical, and building envelope systems forthe entire project for all facilities to include but not limited to thefollowing:

A. Wet pipe sprinkler systems

B. Fire & smoke detection system

C. Alarm systems

D. Plumbing systems

E. HVAC & ventilation systems

F. Package chillers

G. Package wastewater treatment plant systems

H. Building envelope/enclosure systems

I. Central utility plant & water pumping systems

J. All electrical systems

K. All low voltage systems (fire alarm, data, safety &security)

MANDATORYPRE-SUBMITTAL TELECONFERENCES: Themandatory pre-submittal conferences will be held on Tuesday, December 10, 2024at 10:00 AM and Wednesday, December 11, 2024, 2024 at 10:00 AM. Pre-registration is required to participate inthe teleconference. Respondents must have an employee of their firm attendat least one (1) of the two (2) scheduled pre-submittal teleconferences.TFC shall reject submittals submitted by firms that did not attend one of themandatory pre-submittal conferences.
