NOTICE TO BIDDERS

Sealed bids for the above project will only be accepted from Contractors when submitted to the Texas Parks and Wildlife Department (TPWD) using the online Bid Portal hosted by Trimble Unity Construct (formerly eBuilder). Bids will be accepted by the Contracting Branch, Infrastructure Division until 2:00 PM CT, July 09, 2025.

To bid on the project, you will need to create a new Bid Portal account, even if you already have a Trimble Unity Construct (formerly eBuilder) login. The Bid Portal is a separate platform within Trimble Unity Construct (formerly eBuilder).

Bidders are encouraged to log into the bid portal and submit a draft response at least 24 hrs. prior to bid opening. Bids can be withdrawn and resubmitted until the bid opening time shown above.

We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the bid opening time to begin the uploading process and finalize your submission.

For informational purposes, project plans and specifications can be downloaded directly from the Bid Portal.

GENERAL SCOPE OF WORK: Contractor shall provide all labor, materials, equipment, tools, bonding and insurance, and supervision necessary to replace the existing kitchen hood in the Group Dining Hall at McKinney Falls State Park. The existing hood has no fire suppression. The existing hood is deficient by State Fire Marshall’s Office (SFMO) standards. The new hood shall be placed in the same location as the existing hood to minimize impact on the building. The existing hood is on an interior wall with direct vertical duct discharge out of the building (approximately 10 linear feet from hood to roof). Duct transitions from hood fans may need to be modified to connect to new kitchen hood. Hood shall be installed with an R-102 ANSUL wet chemical fire suppression system (UL 300 approved). Building is not air conditioned but has unit heaters.

The Engineer’s Probable Opinion of Cost ranges from $20,000.00 - $40,000.00.

BID SECURITY: All bids must be submitted on the forms furnished for that purpose, and each proposal must be accompanied by bid security. The bid security shall be in the form of a bond accompanied by valid power of attorney for not less than five percent (5%) of the total amount of the Bid, including the total of all separate priced items and multiple base pricing items and/or alternate price items and/or optional pricing and/or allowances. To ensure adequate bid security, Bidders should calculate bid security based on the highest possible monetary award. Bidder shall upload a .pdf file of the bid security documents to the bid portal. Bids will be rejected if the appropriate bid security is not furnished in the form specified above and by the time set for receipt of Bids.

If the successful Bidder fails to return the signed contract, insurance, and bonds within the time specified, the bid security may be forfeited not as a penalty but as liquidated damages.

Bid security from all Bidders may be retained by Owner until a contract is executed.

SUPPLEMENTAL BIDDING INFORMATION: A virtual public bid opening of responses will be conducted via Microsoft Teams. TPWD has selected to perform bid openings via virtual meetings. To facilitate virtual bid openings, TPWD will host all bid openings one (1) hour after the bid opening deadline. Interested attendees must register in advance to obtain information regarding the virtual bid opening.
