SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide prime professional architectural/engineering (A/E)services for Project #23-006-2544, Department of Public Safety Joe King LawEnforcement Center.

CONTRACT TERM: It is the intention of TFC to award aContract for full prime professional architectural/engineering (A/E) servicesfor the term of the project. Services undertaken pursuant to this RFQ will berequired to commence within fourteen (14) calendar days of delivery of a Noticeto Proceed. The Project associated with the services requested in thissolicitation is anticipated to be seven hundred twenty (720) calendar days.

PROJECT DESCRIPTION: TheProject includes construction of a new 15,000 square foot training facility,with classrooms, gymnasium, locker rooms, weight room, and offices, extensionof existing utilities from the detention facility located adjacent to thebuilding site, and site amenities including landscaping and surface parking.

1. Provideprofessional architectural and engineering services for the Project. Servicesshall include but not be limited to Pre-design, Design, Bidding, ConstructionAdministration, and Closeout. Attend and participate in all meetings with TFCand DPS, on-site meetings with Brazoria County Sheriff, coordination meetingswith local utility providers, and with other local municipal departments asrequired.

2. Phase1: Architectural and Engineering scopeof services shall include, but not be limited to, the following:

A. Detailedon-site investigations, review of existing documents, verify and validateexisting conditions.

B. Preparea list of necessary surveys, testing and inspections to be provided to Ownerincluding but not limited to: ADA, Commissioning, Testing and Balancing,Environmental, Geotechnical, and Construction Materials testing.

C. Preliminarybudgeting and scheduling.

D. Assistance in evaluation and interview of ConstructionManager-at-Risk selection.[RG1]

E. Assistanceto Construction Manager-at-Risk to prepare order-of-magnitude cost estimates, atmilestones to be determined at the start of the project.

F. Assistancein developing priorities for adjusting scope of work to match availablefunding.

G. Research,evaluate, and present to the Owner any energy conservation strategies andalternatives for consideration, including the availability of rebates from thelocal utility. If rebates are available,coordinate with the local utility to complete all necessary documentation toaccomplish rebates.

H. Presentationof findings to Owner for review and approval. Upon acceptance of Phase 1findings, and authorization by Owner, proceed with Phase 2.

3. Phase 2:Architecture and Engineering scope of services shall include, but not belimited to, the following:

A. Detaileddesign and documentation of construction plans and specifications.

B. Reviewand utilize third party geotechnical reports and soil investigations forincorporation into the design of foundation and structural systems.

C. Providethe Owner with a list of items to be tested and/or inspected including, but notlimited to, ADA, Commissioning, Testing and Balancing, Environmental, andConstruction Materials testing.

D. Coordinatewith third party commissioning agent throughout design and constructionadministration.

E. Submitmilestone-based reporting, documentation, and estimated budgets.

F. AssistConstruction Manager-at-Risk during subcontractor solicitation for developmentof Guaranteed Maximum Price.

G. ConstructionAdministration.

H. Warrantymanagement.

I. Projectcloseout.

MANDATORYPRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal conferences willbe held on Tuesday, September 17, 2024, 10:00 AM and Wednesday, September 18, 10:00AM. Pre-registration is required toparticipate in the teleconference. Respondents must have an employee oftheir firm attend at least one (1) of the two (2) scheduled pre-submittal teleconferences.TFC shall reject submittals submitted by firms that did not attend one of themandatory pre-submittal conferences.

SITE VISIT (Optional): An optional sitevisit will be conducted for this solicitation on Thursday, September 19,2024 at 10:00AM. The address of theJoe King Law Enforcement Center is 3602 CR-45, Angleton, TX 77515. We will gather at the flagpole in front ofthe building and will proceed with the site visit.
