CMR for Beacon Park Project at Permian Basin

TFC isrequesting qualifications for a Construction Manager-at-Risk (CMR) to constructthe Beacon Central Park, a transformative public landscape creating a vibrant,restorative destination that celebrates Midland’s character and ecology,hereinafter described as TFC Project #26-002-8111 (the Project). This Projectwill be administered by TFC. This procurement will be a two-step award processwith a two-part work requirement.

aStep Oneof the solicitation will include a submittal of company experience andqualifications focusing on projects of similar size and type. Respondents willbe evaluated on experience and qualifications, as detailed in Section V,Submission Requirements. Only thehighest ranked 5 or fewer Respondents will be shortlisted based on thisevaluation and invited to participate in interviews. Based on the interviews, the short-listedfirms may be invited to participate in Step Two.

bStep Twoof the solicitation will include the short-listed firms participating ininterviews. The short-listed firmsparticipating in the interviews may be requested to submit pricing informationrelated to indirect construction costs as detailed in Section V, SubmissionRequirements.

1) MANDATORY PRE-SUBMITTAL TELECONFERENCES:Mandatory pre-submittal teleconferences will be held on Tuesday, July 28, 2026at 10:00 AM and Wednesday, July 29, 2026 at 10:00 AM. Pre-registration isrequired to participate in the teleconference. Respondents must have an employee of their firm attend at least one(1) of the two (2) pre-submittal conferences. TFC shall rejectqualifications submitted by firms that did not attend one of the mandatorypre-submittal conferences.
