SCOPE: In accordance with the provisions of TexasGovernment Code, Chapter 2254, Subchapter A, Professional Services, and Rulesand Procedures adopted by the Texas Facilities Commission (TFC), TFC isrequesting submittal of qualifications to provide construction material testing(CMT) services for the construction of the Department of Public Safety (DPS),Williamson County Training Academy, Florence, Texas, Project #24-020-2552, as detailed in AttachmentF – TX DPS Program of Requirements V2 dated 7/23/24.CONTRACT TERM: It is the intention of TFC to award a Contract for fullprime professional architectural/engineering (A/E) services for the term of theproject. Services undertaken pursuant to this RFQ will be required to commencewithin ten (10) calendar days of delivery of a Notice to Proceed. The Projectassociated with the services requested in this solicitation is anticipated tobe approximately thirty (30) months or substantial completion in August 2027PROJECT DESCRIPTION: Provideconstruction material testing services during all phases of the Projectfrom construction documents through the warranty phase(s) for the Phase 1elements detailed in Attachment F – TX DPS Program of Requirements V2 dated7/23/24.

Theapproximate cost of construction for this project is $296,000,000.

1. Scopeof services shall be comprehensive in nature and will include, but not limitedto, the following list of testing and on-site construction inspection requirementsand all other services necessary and/or reasonably inferable to accomplish theproject:

B. Concrete(includes reinforcing steel observation, post-tensioning steel observation and observationfor anchors cast in concrete)

C. Tendon stressing records

D. Structural masonry

E. Soils

F. Sprayedfire-resistant materials

G. Fire-resistant penetrations and joints

H. Ultrasonic testing of chilled waterpipe welds

I. Fieldtesting and inspections – earthwork observation and testing to include fielddensity tests

J. On-siteconcrete observation/testing

K. Asphaltobservation/testing

L. Pre-constructiontesting

M. Special testing and inspections

1) SpecialInspections – high strength bolted and welded connections

2) Inspectionof Architecturally Exposed Structural Steel (AESS) in place

MANDATORYPRE-SUBMITTAL TELECONFERENCES:The mandatory pre-submittal conferences will be held on Tuesday, May 27, 2025at 10:00 AM and Wednesday, May 28, 2025 at 10:00 AM. Pre-registration is required to participatein the teleconference. Respondents must have an employee of their firmattend at least one (1) of the two (2) scheduled pre-submittal teleconferences.TFC shall reject submittals submitted
