SCOPE: In accordance with the provisions ofTexas Government Code §2156.063, Solicitation of Bids, Texas Government Code§2165.001, Custodianship of State Property and the Rules and Procedures adoptedby the Texas Facilities Commission (TFC), TFC is seeking bids clean stateparking garages after UT football games.

Scope of Work to include but not limited to:

• Clean the garage(s) in their entirety, including mopping of stairways & elevators.
• Remove all trash from the garage & the ground(s) surrounding the garage up to the street.
• Remove trash bags from all trash receptacles and replace with a clean trash bag (22x14x58 - .3ml thickness).
• Sweep & remove all broken glass from the garage, stairways and elevators.
• Sweep & remove all broken glass from the ground(s) surrounding the garage up to the street.
• Remove all cigarette butts, beer tabs and bottle caps, etc. from the garage & the ground(s) surrounding the garage up to the street.
• Remove all items left behind, such as; charcoal, flags, signs, furniture, lawn chairs etc. (Items of value are to be turned into TFC immediately or no later than next business day.)
• Remove all signs or cones that are blocking entrance/exits of the garage(s), stack in a non-parking area of the garage to be removed by TFC or another contractor.
• Remove, wash down and disinfect all areas displaying or smelling of vomit, urine or feces.
• Blow and/or sweep all levels of garage to ensure all debris has been removed.

Cleaning Services

Service shall commence on Sunday, September 7, 2025. Service is to be performed the day aftereach scheduled University of Texas Home Football game (typically Sundays), andis to begin no later than 6 a.m. and must be completed no later than 3 p.m.

Note: Requestmay be made by TFC for the Contractor to clean garages in a certain order pergame dependent upon events that may be scheduled for use of the State garageson the day following each home game.

All contract personnel shall turn in all items that arefound, to the Supervisor immediately. The Supervisor is to turn over the items to the TFC ContractAdministrator no later than Monday at Noon after each scheduled home game.

All contract personnel shall avoid any confrontation withthe public/tailgaters while cleaning the State Garages. If there is an issue, the contract personnelmust contact his/her Supervisor immediately and the Supervisor is to contactthe TFC Contract Administrator to handle the issue.

Trash Removal/Dumpster

Contractor will be required to provide one 40-yard dumpster, to be delivered toState Lot 22 (located at 1500 San Jacinto Blvd.), by no later than 4 p.m. theday before each home game and removed by no later than 6:00 a.m. on Mondayfollowing each home game. Exceptionsmay be provided if any game dates change.

Callback ServiceInspections by TFC Contract Administrator or designee will occur after eachcleaning. This Contract includes callback service. For the purposeof evaluating performance under this Contract, a “Callback” is defined as aservice call that requires Contractor to return to complete or repair apreviously performed service due to Contractor’s inability, negligence, or lackof knowledge to perform services. Contractor is to perform Callback Service atno additional cost to TFC, regardless of whether the work is performed duringnormal working hours or overtime hours. The contractor shall respond to acallback by TFC and arrive on-site in thirty (30) minutes or less duringregular working hours and not more than one (1) hour outside of regular workinghours.
