SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter §2269Subchapter D, Competitive Sealed Proposal Method, and Rules and Proceduresadopted by the Texas Facilities Commission (TFC), TFC is soliciting proposalsfor prime construction services for Project 24-011-6090, Department of PublicSafety Garland Crime Lab Remodel, located at 350 West IH-30, Garland, Texas 75043.

ESTIMATED BUDGET: The estimated construction budget for theservices described in the Request for Proposal (RFP) is two million fourhundred ninety-five thousand dollars ($2,495,000.00).

CONTRACT TERM: Construction is required to commence withinfourteen (14) calendar days after the Notice to Proceed is issued. The contractperiod is projected for a term of seven hundred thirty (730) calendar daysexcept as may be otherwise amended or negotiated.

PROJECTDESCRIPTION: Provideall materials, equipment, labor, coordination and supervisory activitiesnecessary to complete construction of the project as more fully described inthe Attachment D – Project Manual, and Attachment E – ProjectDrawings, which include specifications, drawings, and other contractdocuments, prepared by the A/E of record, Lockwood, Andrews and Newman and TFC.

MANDATORYPRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences willbe held on Tuesday, January 6, 2026 at 10:00 AM and Wednesday, January 7, 2026at 10:00 AM. Pre-registration isrequired to participate in the teleconference. Respondents must have an employee of their firm attend at least one(1) of the two (2) pre-submittal conferences. TFC shall rejectqualifications submitted by firms that did not attend one of the mandatorypre-submittal conferences.
