Thisis an official notification that the Texas Facilities Commission intends toissue a solicitation for Construction Manager at Risk (CMR) services forthe Texas School for the Deaf (TSD) Central Plant renovation Project.
SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter 2269,Subchapter F, Construction Manager-at-Risk Method, and Rules and Proceduresadopted by the Texas Facilities Commission (TFC), TFC is requestingqualifications for a Construction Manager-at-Risk (CMR) for the Texas Schoolfor the Deaf.
The Texas Schoolfor the Deaf serves a diverse population of deaf and hard-of-hearing studentsfrom across the state of Texas. It provides educational programs for childrenfrom birth through age 22, including early childhood intervention, elementary,middle, and high school levels.
TSD supportsstudents with a wide range of communication needs, including those who useAmerican Sign Language (ASL), spoken English, or a combination of both. It alsoserves students with additional disabilities, offering individualized supportand specialized services to ensure access to education and personaldevelopment.
In addition to itson-campus students, TSD extends its services statewide through outreachprograms that assist families, educators, and professionals working with deafand hard-of-hearing children in public schools and other settings. This makesTSD not only a school but also a vital resource hub for deaf educationthroughout Texas.
CUP ProjectSummary: Scope of Work
The CUP Projectinvolves critical upgrades to the aging thermal utility infrastructure serving20 campus buildings, aiming to improve capacity, reliability, and efficiency ofheating, cooling, and ventilation systems.
CentralUtility Plant Upgrades
· Chilledwater capacity increased from 1,600 tons to 3,000 tons
· Heatingwater capacity increased from 18,000 MBH to 30,000 MBH
· Ventilationand air conditioning improvements to support higher loads and enhanceperformance
SiteDistribution Piping Improvements
· Replacementof select piping near the CUP with larger diameter pipes to meet rising demand
· Re-insulationof deteriorated piping within utility trenches, based on Texas FacilitiesCommission (TFC) reports
BuildingSystem Upgrades
· Replacementof outdated building pump systems with high-efficiency models
· Implementationof control schemes compatible with upgraded CUP systems for reliable operation
AncillaryWork
· Evaluationand rebalancing of exhaust and outside airflows to improve ventilationefficiency
· Updatesto control sequences to reduce unnecessary heating and cooling loads caused byover-ventilation or control inefficiencies
These upgradesare necessary due to aging equipment, outdated building systems, and increaseddemand from campus expansion, including a new dormitory. The project willensure a modernized and reliable thermal utility service for TSD’s educationaland residential facilities.
CMR services willinclude a commitment by the CMR to deliver the project within a GuaranteedMaximum Price (GMP) which is based on the construction documents andspecifications at the time of the GMP plus any reasonably inferred items ortasks. The CMR acts as a consultant to the owner in the design development andconstruction phases. Constructability and value to the Owner are afforded bythe Value Engineering expertise throughout the construction phases. The CMRprovides cost estimates at contractually established points. If these costestimates are not in line with the established budget, the CMR, Owner andArchitect assess the cost estimate and make design changes to bring the designback into budget alignment.

- guaranteethe issuance of the referenced solicitation; nor
- guaranteethat the information contained in the notice will remain unchanged uponissuance of the referenced solicitation.
Anyeffort, expense, or expenditure of resources undertaken by any person or entitybecause of this notice is at that person’s or entity’s sole cost and risk. TFCdoes not seek vendor responses, marketing materials, or other indications ofinterest as a result of this notice. TFCwill not respond to questions regarding this solicitation, nor discuss thissolicitation in any capacity.
