Construction Manager at Risk (CMR) for DSHS Public HealthLaboratory
This is an official notification that the Texas FacilitiesCommission intends to issue a solicitation for Construction Manager at RiskServices for DSHS Public Health Laboratory (DPHL2) in Austin, Texas.
The Texas 89th Legislature has appropriatedfunding to the Department of State Health Services (DSHS) to provide increasedlaboratory capacity. The Texas Facilities Commission (TFC) is providing thedesign and construction for the new DPHL2 Project in support of a major campusexpansion project for DSHS, with its main campus located at 1100 W 49thSt, Austin, TX 78756. The department services all Texans and provides essentialservices such as disease surveillance, prevention and intervention, maternaland child health programs, consumer protection programs, disaster preparednessand response, vital statistics, laboratory testing, and regional and localhealth services.
A primary objective is expanding the existing laboratoryspace to accommodate evolving technology and growing population. The scope ofwork includes construction of a new 220,000-square-foot laboratory building, tobe located adjacent to the existing facility. The new laboratory building willprovide state of-the-art clinical and molecular diagnostic testing spacedesigned to accommodate current operational needs while allowing for long-termgrowth and flexibility. The new building will be made up of BSL1 and BSL2 labs for public health lab testing including newborn screening and a coregenetic sequencing facility (200,000 GSF), as well as a BSL 3 separate facility(20,000 GSF).
The project represents a significant investment in advancingDSHS’s mission, and the selected CMR will be expected to work in closecollaboration with the DSHS (Client), TFC, TFC’s PMF (Kitchell CEM), AE, otherconsultants, and multiple stakeholders to deliver a flexible, innovative, andtechnically complex facility that supports future expansion
