1. Introduction

TCCD maintains indefinite delivery,indefinite quantity (IDIQ) pools of professional services consultants. This RFQwill update the architecture and interior design, acoustical engineering,building envelope consulting, civil engineering, commercial move and relocationservices, commissioning, electrical engineering, environmental services,geotechnical engineering, HVAC test and balance consulting, landscapearchitecture, life safety systems (fire) services, mechanical/plumbingengineering, project management for construction/design oversight,retro-commissioning, space planning and utilization consulting services,special inspections and materials testing, structural engineering, andtransportation and traffic engineering IDIQ pools.

Consultants will be retained or added basedon an evaluation process resulting from this RFQ. The size of the pool will bebased on the number of qualified firms and the correlation to TCCD’s projectplan forecast.

TCCD requests that firms submit technicalproposals as defined in this RFQ. Once the review process is complete andsuccessful, firms are accepted into the “pool.” An IDIQ contract will be issuedthat encompasses the terms of this RFQ. Projects will be assigned via ServiceAuthorizations, at which time the scope and cost will be determined on aproject-specific basis. The cost will be based upon the rates included in theexecuted IDIQ contract.

Contracts may be awarded to one or more firmsfor an initial two (2) year term (we anticipate September 1, 2026, to August31, 2028). The contract(s) may beextended, unilaterally by TCC, for up to three (3) consecutive additionaltwelve (12) month periods, beginning immediately after the expiration of theprior two (2) year term. Extensions, ifany, will be predicated upon performance and value provided to the district ata minimum.
