Description
The Infrastructure Division of the Texas Parksand Wildlife Department (TPWD) is issuing a Request for Proposals (RFP) fora Construction Manager-at-Risk (CMR). This solicitation will follow a one-stepRFP process in accordance with Texas Government Code Section 2269.253.

ConstructionManager-at-Risk Deliverables:
PRE-CONSTRUCTION:Theawarded Contractor shall collaborate with TPWD and its Architects and Engineersduring the development of construction documents, including review and commentexercises on Schematic Design; Design Development; and 50%, 95% and 100%Construction Documents. The Contractor’sexpertise will be used to guide value engineering, constructability decisions,construction phasing, and ultimately set the Guaranteed Maximum Price (GMP)within the limits established by the contract. The services during Pre-Constructionshall include attending meetings, plan reviews, constructability reviews andcost estimating. The Contractor shall beproactive in recommending strategies to help minimize impact to the scheduleand budget. Certain activities that serve to maintain the project schedule andbudget may be conducted during Pre-Construction Services; such as permittingcoordination, early procurement planning for long lead items, Design-Assistance (if needed) and early engagement of major subcontractors.
CONSTRUCTION:Inaccordance with the approved schedule and GMP, the Contractor shall facilitatebidding and selection of labor in accordance with state requirements for goodfaith effort to engage Veteran Heroes United in Businesses, and provide for allmaterials, installations, labor, coordination, management and supervisoryactivities necessary to complete construction of the project in accordance withthe drawings, specifications and other contract documents that will be preparedby the Architect, Engineers and TPWD.
General Scope of Work
Project No. 1112549P2 titled “Centennial ParkDevelopment” is being solicited to develop TPWD’s Centennial State Park – EnchantedRock State Natural Area. The newly acquired properties, of 3,073 acres in LlanoCounty, and 630 acres inGillespie Countyadjacent to the existing park Enchanted Rock SNA, the new property will bedeveloped as an expansion of the existing SNA. The address is 16710 Ranch Rd.965, Fredericksburg, Texas.
The scope of this project includespre-construction services and construction of the new park development forEnchanted Rock State Natural Area. The following list outlines the desiredscope components for the new park development. Under the Construction Managerat Risk (CMR) delivery method, the selected CMR will collaborate with TPWD andthe Architect/Engineer of Record to evaluate feasibility, prioritize scope, andalign work with available funding as the project progresses to deliver thehighest achievable value within the established budget and performance period.
• Relocated entry and monument signage;
• Operational facilities to include new headquarters building with attached fee booth and multi-lane drive through, staff residences, park host sites, maintenance yards and other support buildings;
• Site Utilities to include wastewater management plant, lines, and wastewater re-use system, electrical infrastructure, public drinking water infrastructure, telecommunications, radio tower and associated infrastructure
• Day Use facilities including nature and discovery center, trailheads, multi-use trails, picnic areas, group pavilion(s), amphitheater, playground, wildlife viewing areas, restrooms, and associated parking areas;
• Paved roadways, gravel roadways, parkwide directional signage;
• Overnight Facilities to include more developed and primitive camping areas, mini cabins, RV sites, and associated restrooms and parking areas;
• Sustainable systems, including solar and rainwater and wastewater capture;
• Site demolition;
• Historic structures renovation and reuse
