Inaccordance with TexasGovernment Code 2262.051 The Infrastructure Division of Texas Parks andWildlife Department (TPWD) intends to issue a Request for Proposal for Construction Manager-at-Risk (CMR).

This is a pre-solicitationnotice for the Construction Manager at Risk (CMR) solicitation, to beadvertised in Spring 2026. This notice is not a request for proposals orqualifications submission.
General Scope of Work
ProjectNo. 1112552 titled “Centennial Park Development” is being solicited to developTPWD’s second Centennial State Park – Post Oak Ridge State Park. The newlyacquired property, just over 3,000 acres along the Colorado River, is locatedin Lampasas and Burnet Counties. The address is 4146 County Road 105, Lampasas,TX, 76550.
TPWDplans for the fully constructed park to include but not be limited to:
• Park entry and monument signage
• Electrical and manual access gate(s) and fencing
• Paved Roadways
• Gravel Roadways
• Parkwide directional signage
• Operational Facilities to include a Park Headquarters, staff residences, park host sites, maintenance yard and supporting buildings
• Day Use Facilities to include trailheads, multi-use trails, trail bridge(s), picnic areas, group pavilion(s), amphitheater, Nature Center, playground, wildlife viewing areas, restrooms and associated parking areas
• Overnight Facilities to include developed and primitive camping areas, mini-cabins, screened shelters, restrooms and associated parking areas
• Site utilities including a public water system, wastewater treatment facilities, electrical infrastructure, telecommunications infrastructure, radio tower and associated infrastructure
• Sustainable systems
• Site demolition
• Existing structures renovation and potential relocation, some of which are historic
Construction Manager-at-Risk Deliverables
PART ONE- PRECONSTRUCTION: Collaborate with TPWD and its consultantArchitects and Engineers (A/E) during the development and review ofconstruction documents, which will include multiple deliverable milestones(Pre-Design, Schematic Design, Design Development, and Construction Documents)The Offeror’s expertise will be used to affect value engineering,constructability, construction phasing, establishing a project schedule andultimately determine the Guaranteed Maximum Price (GMP), within the limitsestablished by the contract. The services include attending meetings, designreviews, constructability reviews, and cost estimating.
PART TWO- CONSTRUCTION: In accordance with the approved schedule and GMP, Contractor shallfacilitate bidding and selection of subcontractors in accordance with HUBrequirements, and provide and/or secure and install all materials, labor,coordination, management and supervisory activities necessary to completeconstruction of the Project in accordance with the drawings, specifications andother contract documents that will be prepared by the A/E & TPWD.
Detailedinformation about the requirements and selection process will be provided inthe solicitation documents.
Uponissuance of the solicitation, information will be available electronically onthe Electronic State Business Daily.
