This is a pre-solicitation notice for the Construction Managerat Risk (CMR)solicitation, expected to advertise in September 2026. This notice is not a request for proposalor qualifications submission.
General Scope of Work
Project No. 1112666titled “Silver Lake State Park – Centennial Park Development” is beingsolicited to develop a newly acquired over 50,000 acre ranch tract in Edwardsand Kinney Counties for a new Texas State Park. The acquired property is located approximately 25 miles south of RockSprings, Texas and 11 miles west of Camp Wood, Texas and includes riverfrontage. The tract’s geographiclocation is approximately Latitude 29°33’ N; Longitude 100°12’ W.
TPWD plans for thefully constructed park to include but not be limited to:
• Park entry and monument signage
• Electrical access gate(s)
• Paved Roadways including low water crossing(s)
• Gravel Roadways
• Parkwide directional signage
• Operational Facilities to include Park Headquarters, staff residences, park host sites, maintenance yard and supporting buildings
• Day Use Facilities to include trailheads, multi-use trails, picnic areas, group pavilion(s), amphitheater, Nature Center, playground, wildlife viewing areas, restrooms, parking areas
• Overnight Facilities to include developed and primitive camping areas, mini-cabins, screened shelters, restrooms and associated parking areas
• Site utilities including a public water system, wastewater treatment facilities, electrical infrastructure, telecommunications infrastructure, radio tower and associated infrastructure
• Sustainable systems
• Site demolition
• Historic structures renovation / reuse
Construction Manager-at-Risk Deliverables
PRE-CONSTRUCTION SERVICES associated withCONSTRUCTION PACKAGE 1 (Early Work Package):Theproject calendar allows a limited period for Pre-Construction Servicesassociated Construction Package 1; the Early Work Package. At the timeof anticipated CMR contract award, Construction Documents are expected to bedeveloped to the stage of 75-100% completion. However, the Contractor shall collaborate with TPWD and its Architectsand Engineers to review and comment on the Construction Documents, provideguidance on constructability, value engineering, construction phasing andschedule optimization. The services during Pre-Construction shall includeattending meetings, plan reviews, constructability reviews and costestimating.
TPWDestimates the Pre-Construction effort for Construction Package 1 (Early WorkPackage) will begin in February 2027 and conclude in April 2027.
CONSTRUCTIONPACKAGE 1; the EARLY WORK PACKAGE
Followingthe limited Pre-Construction Services phase for Construction Package 1, theContractor will receive completedconstruction drawings and specifications for Construction Package 1; the EarlyWork Package. The Contractor shallfacilitate bidding and selection of labor, including good faith effortsstandards of the state’s Veteran Heroes United in Business (VetHUB)program. The Contractor shall provide acomplete price for the construction of the work that includes any constructionmanagement and general conditions fees.
Thecomponents of Package 1 are minimal facilities needed for initial public dayuse and operational supports at the site. These include but are not limited to:
· Demolishfencing, gates, and small structures, including HazMat abatement as needed
· Newentry drive and turnaround with electric automatic gate
· Entryand wayfinding signage
· Newfencing
· Trailheadand parking for up to 50 vehicles
· Vaulttoilet (2 single use toilets with storage)
· Accessibletrail loop
· Picnicsites
· Wateraccess
· Refurbishingexisting two-track roads (5 miles) for natural surface trails
· Revegetationand landscaping
TPWDestimates it will award costs of work by May 2027 and approximates a 150-dayperformance period, reaching substantial completion by September 22, 2027.
PRE-CONSTRUCTIONSERVICES associated with CONSTRUCTION PACKAGE 2:
Theawarded Contractor shall collaborate with TPWD and its Architects and Engineersduring the completion of construction documents, including review and commentexercises on Schematic Design; 50% and 100% Design Development; and 50%, 95%and 100% Construction Documents; with an aim to complete all assets to deliverthe full Park. The Contractor’sexpertise will be used to guide value engineering, constructability decisions,construction phasing, and ultimately set the Guaranteed Maximum Price (GMP)within the limits established by the contract. The services during Pre-Construction shall include attending meetings,plan reviews, constructability reviews and cost estimating. TPWD estimates to begin the Package 2 Pre-Constructioneffort no later than August 2027.
CONSTRUCTIONPACKAGE 2:
Inaccordance with the approved schedule, the Contractor shall facilitate biddingand selection of labor, including good faith effort standards of the VetHUBprogram. The Contractor shall providefor all materials, installations, labor, coordination, management andsupervisory activities necessary to complete construction of the project inaccordance with the drawings, specifications and other contract documents thatwill be prepared by the Architect, Engineers and TPWD. TPWD plans for Phase 2construction to reach substantial completion by March 2030 to allow for theopening of the full Park in May 2030.
